Hmm, i wrote a big post , but im just gonna summarize it here... imho this is what should be done:
there are 3 problems:
1) missiles cut corners, they intercept the path of whatever they are fired at. 2) cruisers and many frigs are too slow to outrun cruise/torps 3) cap draining modules + missiles = frig instadeath, cruisers too to a lesser degree
What i think are the solutions:
1): rockets/light/heavy missiles: Its no problem imho that they intercept their target. It makes them useful and they arent overpowered. Cruise/Torp: With these missiles it is a problem and i think they should be changed back to how they were before this "intercepting" change was put in - i.e. chase the target in a straight line. Before this change you could orbit a raven in a frig, and if you went faster then the missile max velocity, you would never get hit (aslong as you didnt get nos'd ofcourse), that was a good thing. It will buy you much more time to defender/smartbomb the missiles aswell.
2) solution = agility. I would go for giving torps and cruise very low agility, so even if they are relatively fast (needed in fleet/longrangecombat), frigs and cruisers would be able to evade them simply by moving at an angle from the incoming missile and the missile would miss them because it cant turn fast enough.
It actually used to work this way a looong time back (when frigates could still fire cruise missiles from standard launchers), missiles would miss the frig they were fired at, make a U-turn and then hit + explode... or even miss again and make another turn. This made it possible to smartbomb them because the "miss" bought you some time. (i used 2x small smartbomb on my rifter to kill cruise missiles, it required a lot of precision in the timing, but it kept me alive many times, and it was fun). The same probably goes for defenders now that they work properly, if missiles were to miss small fast moving targets and make a huge slow U-turn, you would get enough time to get 1-3 defenders in and reduce the damage taken that way. This whole story doesnt take cruisers that are too slow/not MWDing into account though :/ (imho cruisers should go atleast 1500m/s+ with mwd - they are too easy to kill by both frigs and battleships at the moment)
3) Nosferatu's: They should not zap a big chunk of cap in 1 go every 12 seconds, but zap a little each 2 seconds or so. That will make frigate pilots be able to move out of range if they spot the NOS'ing and react quickly to it (you should still have enough cap to mwd away), and still make the nos remain useful for zapping/gaining cap and also for chasing off frigs. It just wont be "instadeath" anymore.
So: low agility + non intercepting cruise & torps + non instazapping NOS = pretty balanced i'd say? .
